Definitely not arbitror. Arbitror is used either for adjudicating a case or situation ("I think that if Mary's driving Sally ought to pay for the gas".) or for evaluating something based on direct perception ("I think that white car's going to pass us on the right.").

If it weren't for that "perhaps", credo would do nicely. But "credo" is usually used for something you're sure of. So I think "puto" would be best. It has almost exactly the meaning of the verb "to reckon", in both its regular and slang senses. So when you use "puto", you'll be saying, "He reckoned his brother might be...."
